Rules Review

It has been suggested that there should be a series of Rules scenarios for you to solve. So begins a series of problems titled What's the Score?
Doc Miller has graciously agreed to allow me to share these with you that he has been sending since July 2009.I will include one each week. You should try to determine the answer based upon your knowledge of the Rules when ever possible and then use your Rule book to confirm.
There will be no trick questions or hidden information.

ONLY WHEN THE FORM OF PLAY IS A FACTOR WILL IT BE STATED

Question from week #195

Patti’s drive comes to rest in the fairway in an area where the club’s resident Canada Geese gaggle apparently held a party and sleep-over. She believes this area should be deemed ground under repair, and that she is entitled to relief under R25-1, Abnormal Ground Condition.

She lifts, cleans and drops her ball free of the area. It is then that a fellow competitor tells her that the goose droppings are loose impediments and not GUR and that she must play the ball from her original position.

So Patti again lifts her ball, uses her foot to remove a couple of the “loose impediments”, and replaces her ball on its original spot. She hits her next ball onto the green and takes two putts to complete the play of the hole.

What is Patti’s score for the hole?

A. 4

B. 5

C. 6

D. 7

Answer:

B. Patti made four strokes at her ball and had one penalty stroke for a total of 5.

Patti’s mistake was assuming the area her tee ball ended up was GUR. An area that is not marked as GUR by the Committee cannot be deemed so by any player, only by a member of the Committee or a designated representative. Had she asked her fellow competitors, she likely would have learned the proper designation for the droppings are loose impediments. As disgusting as that effort may seem, the player is allowed to move them at will.

Since she could not take relief under R25-1, when she lifted her ball she breached R18-2. She is penalized one stroke and must replace the ball. Even though her ball is in play where she dropped free of the area, R20-6 affords her the authority to correct her error.

If she fails to correct her error, her 1-stroke penalty becomes a Loss of Hole penalty in match play or 2-stroke penalty in stroke play for playing from a wrong place.
